MAYOR’S ANNOUNCEMENTS COUNCIL REPORTS Councilmember Leonard: Walkable Community Workshop follow-up PUBLIC HEARINGS 1. Public Hearing - North Coast Veterans Resource Center: Coastal Development Permit; 1716 5th Street, formerly the Fireside Motel. APN 002-075-00; Case No: CDP-04-004. Recommendation: 1. Hold a public hearing; 2. Adopt the findings of fact; 3. Approve the coastal development permit subject to the conditions of approval. (Community Development) 2. Public Hearing - Adoption of the City of Eureka Housing Element of the General Plan. Recommendation: 1. Hold a public hearing; 2. Review, consider, and adopt the Negative Declaration of Environmental Impact; 3. Adopt the Housing Element as an element of the City’s General Plan by adopting the resolution included as Attachment “A”; 4. Direct staff to forward the adopted Housing Element to the State Housing and Community Development for final certification. (Director of Community Development) 3. Public Hearing - State of California FY 2004/2005 Community Development Block Grant (CDBG) Planning and Technical Assistance Grant Application. Recommendation: 1. Hold a public hearing; 2. Adopt City Council and Redevelopment Agency Resolutions approving an application for funding from both the General and Economic Development Planning and Technical Assistance Allocations of the State CDBG program for the following purposes and cash match commitments: a) Humboldt Senior Resource Center (HSRC) funding to prepare grant applications to local and national foundations, a completed CEQA document, an historic report, and a preliminary soils and site drainage report for the development of an Alzheimer’s Adult Day Center in Eureka (general allocation: $35,000; cash match: $8,750) b) Northern California Indian Development Council, Inc. (NCIDC) funding for the preparation of a feasibility study to determine the economic impact and relative benefits to move the retrofit and restoration of the Carson Block Building, and reconstruction of the Ingomar Theater forward (economic development allocation: $35,000; cash match: $8,750) (Director of Redevelopment) PUBLIC COMMENT PERIOD NOTE: This is the time for members of the public who wish to be heard on matters that do not appear on the Agenda. You may also request that a matter appearing on the Consent Calendar be pulled and discussed separately. Pursuant to City Council Minute Order dated May 4, 1989, City Council policy is to limit each speaker to three (3) minutes. Such time allotment or portion thereof shall not be transferred to other speakers. Pursuant to City Council Minute Order dated June 6, 2000, the public will be allowed to speak concurrently with the calling of an agenda item following the staff presentation of that item. Pursuant to the Brown Act, the City Council may not take action on an item that does not appear on the Agenda.

CONSENT CALENDAR Notice to the Public: All matters listed under this category are considered to be routine by the City Council and will be enacted by one motion. Unless a specific request is made by a Councilmember or the public, the Consent Calendar will not be read. There will be no separate discussion of these items. However, if discussion is required, that item will be removed from the Consent Calendar and considered separately. 5. Council Meeting Minutes. Recommendation: Approve the Regular Council Meeting Minutes of , 2004 and the Special Meeting Minutes of April 28 and April 30, 2004 as submitted. (City Clerk) 6. Fairway Drive Culvert Replacement Bid No. 2004-22. Recommendation: Council authorize staff to negotiate and execute an agreement with Omsberg & Company of Eureka for construction staking, construction inspection, and engineering services during construction for the Fairway Drive Culvert Replacement project, Bid. No. 2004-22, for an amount not to exceed $78,000. (City Engineer) 7. Modular Floating Dock System for F Street Dock, Bonnie Gool Guest Dock and Samoa Bridge Boat Ramp. Recommendation: 1. Approve the Harbor Commission’s recommendation to install a modular floating dock system on the F Street dock, Bonnie Gool Guest dock and Samoa Bridge Boat ramp for use by kayaks and canoes. 2. Authorize staff to prepare cost estimates and submit an application to Humboldt Area Foundation for funding. (Public Works Director/Building Official) 8. Authorization to prepare and submit claims for transit funding. Recommendation: Authorize staff to prepare and submit a Transportation Development Act (TDA) claim in the amount of $692,740, and a State Transit Assistance Funds (STAF) claim in the amount of $15,000. 9. Mad River Parallel Pipeline - North and South Sections, Bid No. 2003-16. Recommendation: Accept this project and authorize filing a ‘Notice of Completion’ at the Office of the County Recorder. (City Engineer) 10. An Ordinance amending Title V, Chapter 53, Water, Subchapter 53.06, “Independent Fire Sprinkler Systems Rate”. Recommendation: Introduce, waive reading, and read by title only, Bill No. 734-C.S., an ordinance amending Title V, Chapter 53, Water, Section 53.06, pertaining to “Independent Fire Sprinkler Systems Rate”. (Public Works Director/Building Official) 11. Resolution declaring support for the proposal of the Redding Municipal Airport to the United States Department of Transportation for a Grant under the Small Community Air Service Development Pilot Program. Recommendation: Adopt the resolution. (Councilmember Kerrigan) REPORTS/ACTION ITEMS 12. Parks Per Capita Grant. Recommendation: Approve the Open Space Parks and Recreation Commission’s recommendation and appropriate $90,000 of the 2002 Parks Per Capita Program funds for the construction of the Skateboard Park and appropriate the remaining balance for park improvements prioritized on the Park Improvement list. (Public Works Director/Building Official) 13. Authorizing transfer of a portion of Indian Island to the Table Bluff Reservation Wiyot Tribe. Recommendation: Adopt resolution approving transfer of a portion of Indian Island to the Table Bluff Reservation Wiyot Tribe. (City Attorney)
